AZ resident HL的这个“permanent home”的要求，F1和H1是没法满足的，毕竟联邦给的非移民身份就是temporary的。你去申请H1b，上面不都有一行要填你的permanent address么？那里得填国内地址。真要深究起来，恐怕所有国内身份证还没过期的人，都不能买AZ的resident HL

这帮人就是为了省几块钱买了resident HL，结果因为不符合AZ的法律，HL无效，反而变成了非法持枪

对比一下CA和AZ，对于判断一个人能不能购买Resident HL的标准：

CA：
Fish and Game Code Section 70 defines "Resident" as any person who has resided continuously in the State of California for six months or more immediately prior to the date of their application for a license or permit。

AZ:

非公民非居民让你们买枪了，还这那的省那点钱，如果来个一刀切，不能买想玩去店租，看到时谁更傻逼。很多人在那研究法律中英文单词，他们不搞你外星人，搞公民给自己添麻烦。

傻逼法律也得遵守啊。 再说是不是法律是不是傻逼也得看立场，对非法移民来说，想修墙的川普和他那一套法律政策都是傻逼；对想禁枪和想犯罪的，整个2A都是傻逼了。 不能因为对我们没好处了就说是“歧视”，那跟BLM'ers有啥区别呢。。。

恐怕没其他的州规定非移民都是非居民了吧。科州也有类似的傻逼法律，为了给无证移民考驾照，硬是把所有非移民外国人的驾照换成跟无证移民一样的样式了！

各个州的法律（猎法）要仔细看，搞清楚 for the purpose of this chapter only 居民非居民怎么定义的。其它移民法税法的居民定义不一定适用。

我在俄亥俄州。按照Ohio Department of Natural Resources在猎照购买页面上的定义，必须要有在俄亥俄的legal permanent home address，在本地有房或上学不是充分条件。

然而，法律上却是这么规定的：

只要求住六个月，和ODNR的说法有点矛盾。总之为了保险起见我已经添了一张nonresident的证，125块。
