“(2) does not prohibit the carrying of concealed firearms by residents of the State for lawful purposes.

没要求permit是居住州的。
而且，如果居住州容许constitutional carry，在其它州也可以carry。

H.R. 4477, by contrast, is aimed squarely at individuals like the perpetrator of the recent murders in Texas, who should have been reported to NICS because of his disqualifying criminal history.

HR4477 没有提到mental health，只包括federal departments/agencies, 应该对看心理医生没影响。
mental health是state汇报给NICS的，应该会维持现状。

“summary” 是CRS，国会图书馆的部门做的。

众院投票的是“Text”，我的理解是没有要求permit 是居住州的。大家怎么看：

关键就是看“the person”的定义：“who [is carrying a valid license or permit

我断句是这样的，觉得没有错啊：

who is carrying a valid identification document containing a photograph of the person, and who （is carrying a valid license or permit （which is issued pursuant to the law of a State） and （which permits the person to carry a concealed firearm）） or （is entitled to carry a concealed firearm in （the State in which the person resides））,

蓝字，is carrying a valid license...是说CCW license只要求是某一个州的："a State..."，
绿字，is entitled to carry...是说constitutional carry without CCW license，要求是居住州“the State in which...”。
