我不認同執法人員的行為, 但是376人, 會不會太多? 事情之後, 包括調查人員, 可能有那麼多. 但是當時, 不太可能有那麼多人去那學校.

我倒不觉得是systematic failure.
这个事情,
一个是当时带队的有问题.
另外一个是, 警察被最近那么多事情搞怕了, 特别是floyd那个case, 尼玛都是按照规则做的, 尸体解剖报告也写的很清楚和警察没关系. 但那个警察硬是被判有罪入狱.  这个太让人寒心了.
所以那几个警察当时在校外看到凶犯也没敢开枪.

只能说是美利坚的systematic failure，而不是仅仅出现场的执法人员。

案发当时，有376名执法人员集结在罗伯小学校园内，绝大多数做出回应的警员隶属于联邦和州执法部门。
