加州手枪放车上两条要点
１。unloaded。枪上不能有子弹。　可以有弹夹在旁边
２。locked container. 可以上拉链锁的塑料盒，旅行包都行。container 放脚边，膝盖上都行。但是glove box or console box 不能装

具体解释：　
The law allows us to carry a handgun in a LOCKED CONTAINER as long as is it UNLOADED. To follow the LAW and keep ourselves out of trouble we should know these rules:

1. The handgun must be in a Locked Container and unloaded.

2. The Trunk is considered a locked container as well. (as long as you can't gain access to the trunk by folding a backseat down.)

3. A Glove box or center console is NOT a locked container and is not legal as a locked container.

4. A locked container can be a canvas bag, a briefcase, a box that you can lock, any container that can be locked.

5. Unloaded means no loaded magazines inserted into the weapon and no rounds attached to the gun.

6. Loaded magazines can be carried in the same locked container as the handgun.

7. The locked container can be anywhere in your car. Even on you lap or on the front seat if desired.

我的解读是拥有手枪的加州人靠这个法律 (locked container, unloaded) 来transport handgun。　不是日常 daily carry.   handgun safety certificate手册也是一样的要求。
