update: 网管说你选non-resident, non-citize就能买了。妈蛋,怒了,开喷!

I was able to login on the website with your information. Follow the following steps below please
1. The first question states “ Does the customer qualify as a RESIDENT of the state of Ohio” you will need to select “ The customer has not resided in the State of Ohio for the past 6 consecutive months.
2. The next question “ Is the customer a US citizen?” you would select “No”
3. Next select the option to put in your Customer Id & DOB which is 379225584, 12/20/1983
You should then be able to access your account to complete your purchase. I followed those same steps and was able to access everything just fine. If you have any further questions or concerns please email us back.

Thank you, it works technically, but I have a question about hunting law and the definition of Ohio residency.
I have lived in Ohio for two consecutive years as a foreigner. I think I am an Ohio resident and qualify to purchase hunting/fishing license as a resident
Since according to the state law:
A "resident of Ohio for all other legal purposes" shall mean any person who maintains a 12-month place or places of residence in Ohio, who is qualified as a resident to vote in Ohio and receive state welfare benefits, and who may be subjected to tax liability under Section 5747.02 of the Revised Code, provided such person has not, within the time prescribed by this rule, declared himself or herself to be or allowed himself or herself to remain a resident of any other state or nation for any of these or other purposes.
And:
"an individual's immigration status will not preclude an individual from obtaining resident status if that individual has the current legal status to remain permanently in the United States."
My understanding is whether "living in Ohio for a whole year" is the only criteria to define Ohio residency.
It is a matter, also because the price of hunting license is different for non-resident because they don't have tax liability under Ohio law.
It makes me confused. Please help me out.
