当然你可以做FFL to FFL交易。这里只研究p2p交易

1. 买家和卖家(好像是废话)必须有foid。

2. 卖家要在ISP foid check检查并记录confirmation number。

3. 拿到confirmation之后waiting period applied: 长枪一天，短枪三天。

4. 交易时枪支应unloaded and cased。

5. 不是必须的，但是建议写一个sale of bill。 因为卖家需要把以下交易记录保留10年
    date of the transfer
    the description
    serial number or other information identifying the firearm if no serial number is available
    买家的foid number

另外，对于可年的厨子县居民，厨子县要求汇报交易: LOST, STOLEN, DESTROYED OR TRANSFERRED FIREARMS REPORT。先不提这破表居然忘了大副总统最喜欢的shot gun吧，根据FOID Act，任何对handgun的regulation都是invalid的。所以，理论上只有你需要交易你的长枪的时候，才需要填这个表。

最后，研究的副产品。俺们Evanston居然连气枪都不让买。
