简介 - 捷克的枪权及对美国的借鉴

事先声明，我也是刚刚开始看这些内容，可能版上有人比我更了解捷克共和国的历史，欢迎批评指正．
不想看Havel本人的，可以跳过前半部分看后面捷克枪法．谢谢

首先说一下为什么对这个感兴趣．之前看到朋友转的知乎上一句话，＂我们坚持一件事情，并不是因为它会有好的结果，而是因为我们坚信，这么做是对的．＂这句话在一堆恶搞和搞笑的话语中间，显得对比特别强烈．而且哈维尔的话在知乎上似乎流传很广．

作为穿越过媒体和政府之前反枪浪潮依然幸存的我们，让我感觉这句话很适合．然后，我就去google了一下Havel的原文，如下：Hope is definitely not the same thing as optimism. It is not the conviction that something will turn out well, but the certainty that something makes sense, regardless of how it turns out. 原文更多的讲的是希望，而这个＂并不准确＂的中文翻译看起来似乎更高大上一些，but anyway，两句话的意思我觉得都很赞同．

然后我就去看了一下Havel的介绍，感兴趣的可以看下面链接，我摘抄了一部分．

Václav Havel (5 October 1936 – 18 December 2011) was a Czech writer and dramatist famous for his work in the Theatre of the Absurd, who became a politician and served as the last President of Czechoslovakia, and the first President of the Czech Republic.


他从８９年捷克转型期时就是捷克斯洛伐克的总统，后来又是捷克共和国的民选总统，直到０３年他声明退隐．

• In late 1989, the profound transformation that took place in this country brought me here to Prague Castle.   Clearly, things turned out quite differently: I have now been here for more than thirteen years, if we discount the short break in the latter half of 1992.
  

• One has to greatly admire the patience with which our society has come to terms with all the challenges of these dramatic times, the extent of which few of us could have anticipated in those heady, revolutionary days.
  

• Today I would like to thank from my heart all those of you who have trusted me, sympathized with me or in any way supported me. 能够不被到手的权力腐蚀，依然坚持正确事情的，我觉得就很令人尊敬了，反正我自问是绝对会被权力腐化的一类人．

不过单纯的政治并不能保证民权，就像当初美国国父们做的一样，人民有自己的手段才能对抗dictation．于是又去查了一下捷克的枪权，看看他是否是一个言行合一的人？

捷克的一些限制在欧洲算是相当宽容的了，甚至比美国有些地方更宽容，当然也有很多比美国红脖州严格的，但这些部分里面，我觉得有很多可以借鉴用来针对美国的弊端．比如他们购枪的年龄限制，体检，笔试等等，而不像美国只有考CCW才有笔试，这是购枪的基本要求．而且捷克对外国人也是shall issue．我不是这方面的专家，所以就是大概乱说一下，具体参照上面链接里的：Obtaining a License．

下面说说捷克的CCW．这方面跟德州很像，CCW只要有license就可以，但不允许open carry．而且捷克手枪不允许用HP弹，只有rifle可以，应该是跟他们低犯罪率和humanity的考虑．

引用链接特别提到合法CCW持有者，对于一个安全社区的作用：The Czech Republic is relatively safe country (Prague, having the highest criminal rate in the country still rates as one of the safest capitals in the European Union[70]). Considering the number of the E category licenses there are about 200 000 people who could potentially carry a firearm, however it is not clear how many of them regularly do so.

提到捷克，就不能不说CZ，美轮美奂的东欧枪．无论是我自己的cz４５２，还是朋友的cz７５，都是好用又漂亮．
看完Havel的介绍，我觉得是不是应该去支持一下cz，买个cz７５了呢？

捷克好啊，美女高挑，就是冷点，偏点。
俺08年去过布拉格,赛车的那个Brno，还有产奶酪的小城Olomouc. 还去过cz他们工厂。当时我客户的老爸是cz的高层。可惜当时对枪一点兴趣没有。那次对捷克最大印象就是，见的几个捷克人，老婆一个比一个漂亮。

公司的捷克裔女同事，生了两个娃了，身材保持的还非常好，而且衣着打扮非常有品位。。。

从我看到的部分来说，是的．而且你看他退隐时候声明说得，他自己当时也这么以为．
我最前面引用那段话是他８６年的书里写的，Disturbing the Peace (1986)，８９年大变革．

捷克是西欧脏车的集散中心。德国有一大半找到的失车是在捷克被发现的。这个国家和其它的欧洲国家一样的漂亮，人民也比较善良和懂礼节，受教育程度比较高。但也因为生活在计划经济下时间很长，服务业相比西欧 态度和职位操守要差不少，很有点中国当年供销社的味道，但比我们中国人还是要强一点。国家的基础建设以及人民的生活水平比西欧要差不少，比国内的发达城市也要差不少。

应该说我最早接触的枪就是捷克枪，是老人五十年代从东欧带回来的一把气枪，从小玩，现在还在家里的大柜子里躺着，希望能把它带会美国来做纪念。

那是现代战机飞行服的一部分，用于适当时刻加压抗过载用的。

　　首批捷克空军的6架“鹰狮”最新型战机已抵达捷克。这批6架“鹰狮”分别为最新的C型和D型，这是瑞典首次向外国空军交付的“鹰狮”战机。

　　由三名捷克空军飞行员、两名瑞典空军飞行员和一名生产厂商的飞行员驾驶的六架“鹰狮”战机飞离林科皮外的工厂前往捷克。飞行持续了一个小时。捷克空军中校米库林卡在卡斯拉夫空军基地着陆后说：“飞行非常顺利，鹰狮战机很容易操作，一切都非常正常。
”“鹰狮”战机将驻扎在卡斯拉夫空军基地。

　　2005年8月，瑞典将再向捷克空军交付8架“鹰狮”战机。捷克空军总共租借了14架“鹰狮”战机，租借期至2015年。

　　捷克空军将对“鹰狮”进行测试，这批“鹰狮”将于4月26日正式移交给捷克空军。捷克空军飞行员和地勤人员自2004年8月就一直在瑞典接受培训，他们已完成了培训返回了捷克。

　　捷克将是首个拥有第四代“鹰狮”战斗机的北约国家。捷克租借的是“鹰狮”战斗机最新的C型和D型。这些型号的“鹰狮”战斗机装备有全彩色座舱显示仪、可回收空中加油装置、并且与北约标准兼容。(伟江）
