The handgun needs to be on the approved list and it needs to be shipped to a CA FFL dealer.
For CA...
A Private Party Transfer (PPT) is a transfer between CA residents facilitated by a CA FFL dealer.
Handguns transfered via PPT are exempt from the approved list.
If the firearm is shipped and/or if one of the people involved is not a CA resident, then it is not a PPT.
Since, it is not a PPT, any handgun being transfered needs to be on the approved list. http://www.calguns.net/calgunforum/showthread.php?t=261695
