不同部门的resident定义不一样,不应该随便类比. Resident for tax purposes, resident for immigration purposes 和 resident for hunting purposes在法律上没有什么对应关系。
AZ resident HL的这个“permanent home”的要求,F1和H1是没法满足的,毕竟联邦给的非移民身份就是temporary的
对比一下CA和AZ,对于判断一个人能不能购买Resident HL的标准:
CA:
Fish and Game Code Section 70 defines "Resident" as any person who has resided continuously in the State of California for six months or more immediately prior to the date of their application for a license or permit。

AZ:
Per ARS 17-101 and ARS 5-301 a “Resident” for the purposes ofapplying for a license, permit, tag, stamp or watercraft registration isdefined as a person who is domiciled (claims the state of Arizona astheir true, fixed and permanent home and principal residence) in thisstate for six months immediately preceding the date of application fora license, permit, tag or stamp AND does not claim residency for anypurpose in another state or jurisdiction.
