(按,因为有人在mitbbs枪版问了相关问题,做了下功课并且发了贴,感觉还是可能对大家有用所以转过来)
简而言之是可以,但有如下限制:
1. 要securely encased
2. 不能concealed carry在身上
3. 对枪弹分离或上不上膛没有限制
下面是相关法律原文和解释,也就是做功课的过程.有兴趣的朋友可以看下
有关法律原文见下:
首先,F.S. 790.001 (17)对securely encased有明确定义:

(17) "securely encased" means in a glove compartment, whether or not locked;
snapped in a holster; in a gun case, whether or not locked; in a zippered
gun case; or in a closed box or container which requires a lid or cover to
be opened for access.

语言很清晰,枪放在手套箱里,扣在有搭扣的枪套里,在枪盒里,锁不锁都行,拉链枪袋里,
或者有盖的关闭的盒子或容器里,这种状态就是securely encased
其次,F.S. 790.053规定open carry firearm为非法
F.S. 790.06规定,如果没有CCW license而conceal carry firearm,非法
之后,F.S. 790.25规定了如何合法拥有,持有及使用火器和其他枪支,
其中规定了一系列的场合,F.S. 790.053及790.06里对CCW的要求不再适用,
这一系列场合中包括了在开车及乘坐公共交通时的情况:

(3) LAWFUL USES. the provisions of ss. 790.053 and 790.06 do not apply in
the following instances, and, despite such sections, it is lawful for the
following persons to own, possess, and lawfully use firearms and other
weapons, ammunition, and supplies for lawful purposes:
...
(l) A person traveling by private conveyance when the weapon is securely
encased or in a public conveyance when the weapon is securely encased and
not in the person's manual possession;
...
"
也就是说,自己开车,只要枪securely encased,或者乘坐公共交通,枪securely encased
并且不在手可控的范围内.
进一步,在790.025 (5),对POSSESSION IN PRIVATE CONVEYANCE有进一步说明:
"
(5) POSSESSION IN PRIVATE CONVEYANCE.桸otwithstanding subsection (2), it is
lawful and is not a violation of s. 790.01 for a person 18 years of age or
older to possess a concealed firearm or other weapon for self-defense or
other lawful purpose within the interior of a private conveyance, without a
license, if the firearm or other weapon is securely encased or is otherwise
not readily accessible for immediate use. Nothing herein contained prohibits
the carrying of a legal firearm other than a handgun anywhere in a private
conveyance when such firearm is being carried for a lawful use. Nothing
herein contained shall be construed to authorize the carrying of a concealed
firearm or other weapon on the person. This subsection shall be liberally
construed in favor of the lawful use, ownership, and possession of firearms
and other weapons, including lawful self-defense as provided in s. 776.012.
"
也就是说两个条件满足一个即可:1. securely encased 或 2.不能立即接触并使用.
同时说明这一条款不能用于支持随身隐蔽携枪,也不能用于限制手枪以外其他枪支
随身携带.
总结起来,没CCW仍然可以放在车上,但要securely encased并且不能隐蔽携带在身上.
