Ferguson Police, Courts Accused of Racial Bias by Federal Probe

WASHINGTON—Police in Ferguson, Mo., routinely violated the civil rights of the city’s black residents, a Justice Department probe has concluded, according to a law-enforcement official familiar with the findings.

The investigation, sparked by the shooting death of an unarmed black teen by a Ferguson police officer last year, determined police in Ferguson had a pattern of stopping people even though they didn’t have reasonable suspicion a crime was being committed.

The probe also found evidence of racial bias in the city’s courts, with municipal judges 68% less likely to dismiss charges against blacks than others, according to the official.

That bias, the department found, was at least partially the result of bias against blacks. That was revealed in emails police and court officials sent using their official accounts that included racist jokes mocking President Barack Obama and suggesting that a black woman’s abortion would reduce crime.

The full findings of the probe are expected to be released on Wednesday.
