之前看到不少枪友就这个问题有争议。有人认为游客和非移民签证可以到靶场去租枪、打枪，不需要猎证。也有人认为法律上规定这种情况不能possess firearm和ammunition，而靶场租枪、打枪也是possess的一种，所以没有猎证是违法的。
今天专门研究了下ATF的FAQ，其实这个问题ATF有明确的答复：
游客和非移民签证，有猎证或者符合其它能拥有武器的例外条件，能在靶场租枪和打枪。
ATF是这么解释的，靶场愿不愿意遵守是靶场的事，出了事靶场又不会负责。所以提醒各位枪友带新人或朋友去打枪时，如果不想有任何风险，需要先准备好猎照。
